The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from different nations. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from across the border, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from US administration sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, endure.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a complete military breakdown until situations evolve in its advantage.

Existing Situation

Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
